Openness eludes Japanese in nuclear crisis

The Japanese government stands accused of a lack of openness around its nuclear crisis, says Dougal Paver.

Rule number one of all crisis manuals is absolute openness, honesty and clarity. Make them rules 2, 3 and 4 for that matter.

When the muck (or nuclear dust) is flying you have an absolute responsibility to all stakeholders to keep them fully informed of what's happened, why, what is being done about it, what will happen next and by whom over what timescales. Anything less just won't do.

Japan's major nuclear allies, such as France and America, are claiming that the Japanese government has failed in its responsibilities in this regard. That's a serious charge with grave implications.

Japanese culture remains stratified and deferential and the openness and lack of deference in the west is a culture shock of, well, seismic proportion for your average Japanese boss. Imposing a western crisis comms model on an eastern culture is always going to produce sparks.

This one will run and run, I suspect.
